The mission of the Rutherford County Register of Deeds Office is to create a government operation that is effective, cost-efficient, and customer friendly. We believe a customer-focused approach is the best way to achieve success and success is never final.

THE FUTURE OF THE REGISTER'S OFFICE

Heather is dedicated to implementing appropriate innovations that will continue to serve our community and customers well—all while respecting the Rutherford County taxpayer.

OCR or Optical Character Recognition software examines a scanned image and translates the text into a file that can be edited. OCR  reads text one character at a time which will add a second layer of defense against human-error-typos. We implemented a specifically modified OCR program with the assistance of our software vendor, Progress. In March 2022 our OCR was ready to be put to the test and we began scanning through the entire canon of our records.  This new project is a huge but exciting undertaking. Our OCR will take our commitment to excellence to a whole new level and we are eager to deliver a superior result to our constituents.

Our office is uniquely blessed to have advanced systems, technology, and the expertise of our experienced deputies. We have found great opportunities to be good stewards and support our neighboring public offices. Allowing smaller counties to utilize our equipment costs Rutherford County nothing. We are the Volunteer state! Sharing what we can with our neighbors prevents reliance on federal grants and their attached strings. It also safeguards against outsourcing to large corporations such as Google who have a special interest in obtaining public records and monopolizing industries. When Heather was approached by Google to share our records, she was able to swiftly and firmly decline their offer. This protected not only our citizen’s information but also our vendors who are small, local businesses. Good will and good faith across the Tennessee’s Register Association and with other Rutherford County Public Officials is a critical tenant in Heather's leadership philosophy. She is committed to fostering healthy relationships in order to keep government both small and local.

Heather has earned a reputation as a proven fiscal conservative, a trusted public servant, and a loyal constitutionalist through the "trial by fire" that is public service. Simply stated—Heather is in it to serve. Guided by her faith in Jesus Christ, Heather is committed to upholding a biblical worldview and principles in local politics. Heather has displayed a charitable spirit in her public service while remaining uncompromising towards her oath of office. Heather is a friend and a fighter for the citizens of Rutherford County… the place she is blessed to call home.
