THE FUTURE OF THE REGISTER'S OFFICE
Heather is dedicated to implementing appropriate innovations that will continue to serve our community and customers well—all while respecting the Rutherford County taxpayer.
OCR or Optical Character Recognition software examines a scanned image and translates the text into a file that can be edited. OCR reads text one character at a time which will add a second layer of defense against human-error-typos. We implemented a specifically modified OCR program with the assistance of our software vendor, Progress. In March 2022 our OCR was ready to be put to the test and we began scanning through the entire canon of our records. This new project is a huge but exciting undertaking. Our OCR will take our commitment to excellence to a whole new level and we are eager to deliver a superior result to our constituents.
Our office is uniquely blessed to have advanced systems, technology, and the expertise of our experienced deputies. We have found great opportunities to be good stewards and support our neighboring public offices. Allowing smaller counties to utilize our equipment costs Rutherford County nothing. We are the Volunteer state! Sharing what we can with our neighbors prevents reliance on federal grants and their attached strings. It also safeguards against outsourcing to large corporations such as Google who have a special interest in obtaining public records and monopolizing industries. When Heather was approached by Google to share our records, she was able to swiftly and firmly decline their offer. This protected not only our citizen’s information but also our vendors who are small, local businesses. Good will and good faith across the Tennessee’s Register Association and with other Rutherford County Public Officials is a critical tenant in Heather's leadership philosophy. She is committed to fostering healthy relationships in order to keep government both small and local.
Heather has earned a reputation as a proven fiscal conservative, a trusted public servant, and a loyal constitutionalist through the "trial by fire" that is public service. Simply stated—Heather is in it to serve. Guided by her faith in Jesus Christ, Heather is committed to upholding a biblical worldview and principles in local politics. Heather has displayed a charitable spirit in her public service while remaining uncompromising towards her oath of office. Heather is a friend and a fighter for the citizens of Rutherford County… the place she is blessed to call home.

Please re-elect incumbent Heather Dawbarn for Register of Deeds. She is the best we’ve ever had in the office in my opinion—at least since I’ve been in the title business and that is 36+ years!
Heather manages her "fees-based" office with integrity, accountability, and transparency. She has used her conservative principles, expertise, best practices, and innovation to modernize the office thereby saving the taxpayers millions of dollars.
Heather is a pioneer and the epitome of an outstanding leader. This is why she was selected to lead our organization as President and serve on the Tennessee Register's Legislative Committee. Her actions always reflect the true heart of a servant by putting the interests of her constituents first.
I am very grateful for the assistance given to me by the Register’s office in digitizing our historical property records. This was a huge task that preserves a record that would otherwise be absent from our digital records. This permits us to update records after a property transfer much more quickly and with fewer man-hours than ever before.
Some counties are behind on recording by two weeks. Meanwhile, Heather and Rutherford County is recording documents within two hours of receipt—I am so grateful for Heather’s team!
I have complete assurance that Rutherford County has the right person doing the job. Heather Dawbarn is dedicated to her position—Rutherford County has one of the top-performing offices across our state with an enormous amount of responsibility with proven performance for the people.
A perfect example of county offices working together is how Heather’s office assisted the County Clerk’s office in scanning marriage and will records all the way back to 1803. This collaborative project saved taxpayers an extraordinary amount of tax dollars through insourcing the project and secured valuable permanent historical records.
We should only pray for more public servants like Heather Dawbarn. How many come into public office and improve services by streamlining the operation and REDUCE expenditures eight consecutive years in an exponentially growing county!?
The people of Rutherford County are very fortunate to have Heather Dawbarn as their Register of Deeds. No one is more knowledgeable about this office and the laws that govern it.
